Highest R Value and Sound Insulation (dB) of Glass

The following question is discussed on LINKEDIN, But I think, why not consider the EVA LAMINATED GLASS. The reasons are: first, the EVA Film can blocked 100% UV radiation; Second, the EVA FILM is stronger in SOUND INSULATION than PVB Film.

Highest R Value and sound insulation (dB) that glass can achieve
Hello, currently I have a client who want to make a glass skylight and he require a very high R Value and very high sound insulation. Does any body have a reference what is the highest R Value that the glass can achieve?

Any suggestion of what PVB Layer to use for this 2 purpose?

The requirement of the R Value is 20 SI, which is I am not sure how to calculate it and if this target is achievable. And was googling to find out some reference of the highest R Value.

Another requirement is they want to put some plantation under the skylight so it need the sun light in to make the plants still growing, but it doesn’t transfer the heat in.

The next question in my mind is how to scientificly measure to prove that the R Value is achieved, since the most logical thinking is when the skylight installed people will complain it is hot. But how do we know that the Glass and the whole system of the skylight is blocking certain value of heat transfer.

For additional notes, that the size of the skylight is about 2000×9000 mm full without segments. So I am thinking it will be dangerous to lift it if we use the insulated glass like DGU or even Triple Glazing Unit, and I tend to go on the laminated glass.
